The nine month project will target 10 socially and economically depressed communities in the parishes of Kingston, St. Andrew and St. Catherine and their environs within Jamaica, which have access to computer laboratory facilities and broad-band internet, and possess some level of local leadership to recruit, facilitate and motivate potential learners. The software based literacy and numeracy programme will be conducted over a six-eight month period. Learners will advance through the programme at their own pace supported by the on-site facilitators and the consultants’ virtual support network –via e-mail, Skype and the Learning Management System.
Contractor’s Duties Are To:
• Design case study framework
• Develop/access base-line information on the 10 participating Community Learning Centres (CLCs) and learners prior to the intervention
• Conduct periodic site visits of the 10 participating CLCs, observe and document reviews of context, operation, programme implementation, results & experiences
• Attend selected Project Management team meetings to provide updates as necessary and observe the management process
• Interview learners, on-site facilitators, CLC managers and other key persons involved in the project development and implementation to obtain views/opinions on challenges, opportunities, weaknesses and strengths of the programme
• Utilize digital media (still camera, digital camcorder) to assist in the real-time capture of experiences and for input into documentation of the process
• Prepare and present evaluation report including lessons learnt from the experience and suggestions for sustainability/replication
• Produce documented case for publication – in print and digital format
